ENVIRONMENTAL ASSESSMENT  – CHARACTERIZATION AND INVESTIGATIONS 

Reasonable and cost-effective integration of environmental requirements during property redevelopment via the implementation of cleanups at Inactive Hazardous Waste Site, NYC OER “E” designated parcels, NYC VCP, Hazardous Materials Investigations, NYC De-Mapping, Voluntary Cleanup Program and Brownfield Cleanup Program projects. Work performed at high risk land use properties inclusive of dry cleaners, former electroplating facilities, bus garages, industrial facilities, gasoline stations, fuel oil terminals, etc..  Hot spot removal and the use of in-situ technology at properties currently fully developed to create cost-effective and long-term remediation scenarios.  Typical work includes the following:

  • All Phases of ASTM Due Diligence: Phase I and Phase II Environmental Site Assessments and Site Sampling Studies inclusive of the new “all appropriate inquiry” (AAI) standard of care from low to very high risk properties;
  • Preparation of Phase II Site Investigation Sampling Plans, Health & Safety Plans; and Quality Assurance/Quality Control Plans;
  • Contamination delineation Studies using Rapid Delineation Field Technologies, with projection of costs for environmental restoration;
  • Soil Vapor Studies and Indoor Air Quality Evaluations. Groundwater Contamination Studies, with Characterization and Delineation, Source Area Evaluations; and 2-Dimensional Contaminant Fate and Transport projections.
  • Remediation Scoping, Cost Estimation, Regulatory Negotiation, Oversight and Closure Documentation of complex environmental conditions;

REMEDIAL INVESTIGATIONS AND REMEDIAL ACTIONS 

  • Preparation and implementation of soil handling plans, HASP,  on-site air monitoring, Community Air Monitoring Plans, odor control and mitigation, vibration and noise monitoring, and remediation/investigation waste disposal, design and the installation of passive and active sub-slab depressurization systems (SSDS).
  • Interim Remedial Measures, Work Plans, Sampling Plans, Health & Safety Plans; Reports.
  • Remedial Investigation/Feasibility Studies, Sampling Plans, Health & Safety Plans; Reports.
  • Pre-characterization of materials via in-situ characterization where feasible.
  • Implementation of soil and groundwater remediation via the design, injection and monitoring using ex-situ and in-situ oxygen-enhancing agents, chemical oxidation, Fenton’s Reagent, metal-reducing compounds, traditional excavation, pre-endpoint of remediation areas and other innovative technology.
